Offshore Consent Manager Benelux

RWE Renewables is recruiting an offshore consent manager for its Benelux offshore development department. In the recently won tender “Hollandse Kust West VII” various innovative energy system integration solutions have been included that yet need to be consented. Your role will be to manage the permitting process, ensuring to receive the required consents in time. This will include good technical understanding of the activities and permitting procedures, working closely with expert colleagues, consultants, authorities and (where applicable) external partners. The work will focus on offshore innovations in the project in the development and construction stage but could also include consenting and consent compliance activities related to the operational phase of the project, or other offshore projects in The Netherlands or Belgium. Including the permitting of an offshore hydrogen demonstrator pilot like H2opZee.

This is an exciting role within RWE Renewables and the successful applicant will be a key member of a team with ambitious growth targets.

The role will require occasional travel and attendance at external meetings.

 

Key Accountabilities


As an Offshore Consent Manager you will be:

  • Working closely with the authorities involved in the permitting and other legislative processes;
  • Being informed and ensuring compliance with norms, standards and procedures in the area of responsibility;
  • Working closely with joint venture partner (when applicable), to lead and be responsible for managing and coordinating advice on key consenting issues;
  • Conducting negotiations on consenting on behalf of the business with partners, authorities and other stakeholders on the project;
  • Monitoring and anticipating possible issues and consider mitigation strategies;
  • Ensuring RWE best practices and processes are applied.


Knowledge & Skills

 

  • A proven knowledge of offshore regulations;
  • Hands-on experience of consenting issues;
  • A solid understanding of complex consenting requirements;
  • Ability to translate innovative energy solutions into clear permit applications;
  • Creativity to solve issues if existing procedures might fall short, or to better suit our permitting needs.
  • Ability to make recommendations, signal threats and opportunities, and report issues to the Senior Consents Manager.
  • Strong self-performance management and delivery focus;
  • Team worker and ability to steer consultants on the matter;
  • Persuasion skills, as well as written and oral communication skills;
  • Proactive and taking responsibility for matters;
  • Fluent in Dutch and English; German language skills would be advantageous;
  • Ability to use Microsoft 365 efficiently (Word, Excel, PowerPoint, SharePoint) and preferably also GIS programs.


Experience

 

  • Proven experience of consent negotiation, management advisory and consent delivery;
  • Knowledge of offshore environmental, spatial planning and mining legislation;
  • Minimum of 5 years of permitting work experience;
  • Good knowledge of methods of project planning, organisation and project management;
  • Experience of working in the offshore renewable energy industry.


Qualifications

 

 

  • A bachelor or master degree in spatial planning, renewable energy, engineering or equivalent qualification is desirable.
  • A proven track record in a meaningful offshore wind consenting role
