RWE Renewables Offshore has a desire to significantly grow its presence in new markets and the Asia-Pacific region has been identified as a key target market for offshore growth. Japan is part of this advanced growth plan where we are actively developing a number of projects. Procurement has an important role in the development phase of offshore projects by developing and executing the procurement strategy of the projects, engaging with the Tier 1 supplier of the main packages, tendering, negotiating and contracting the main contracts. The main responsibility of the Senior Offshore Procurement Manager will be tendering of at least one of the Tier 1 contracts. The position holder will be based in Tokyo, Japan and work closely together with the procurement colleagues in the Tokyo office. All together they are part of the wider APAC procurement team in the APAC region.

 

About the role

 

  • Develop and coordinate the tendering process for multiple main packages including preparation of tender documents, negotiation with suppliers, contract negotiations, supplier evaluation, award recommendation and change order during execution
  • Prepare, develop and coordinate appropriate procurement strategy for each individual project including package structure and interface management to optimise LCOE and position our projects in the most attractive and comprehensive position
  • Ensure continuous improvement and knowledge sharing is reflected in the contracts
  • Coordinate within procurement and prepare project specific requirements for the procurement team and share relevant project information to procurement team
  • Promote efforts for the Japan business to develop suppliers to meet the global price level, international standards, innovative technology and adequate health and safety requirements by facilitating discussions and information sharing with the relevant RWE departments
  • Take responsibility for building trustful and professional relationships with key local suppliers within the offshore wind supply chain in  APAC and especially in Japan
  • Act as a bridge for our international colleagues to understand the cultural differences of doing business in Japan, how business is done, what is essential to success, what to avoid and how to navigate potential compliance challenges

 

Job requirements and experience

 

  • Fluency in Japanese for external stakeholder communications and business level English 
  • Master or bachelor degree (Business Administration, Purchasing, Logistics, Law,  Economics, Commerce)
  • 8+ years of experience in procurement of high volume and complex technical supply and service contracts for large scale infrastructure projects.
  • Experience with FIDIC contracts, identifying and assessing commercial contractual risks and developing strategies for risk prevention and control
  • Ability to deliver multiple contract packages and stakeholders and to develop multidisciplinary teams
  • Experience in building relationships with suppliers, key business leaders, local governments and supply chain stakeholders
  • Aware of differences between Eastern and Western cultures with a willingness and enthusiasm to work across the cultures.
  • Positive attitude, detail-oriented, technical and problem-solving mind set
