Your role

 

RWE Renewables Offshore has an ambition to significantly grow its presence in new markets and the Asia-Pacific region has been identified as a key target market for offshore growth. Therefore RWE Renewables is persuing offshore project opportunities in Taiwan, so it is expected that further projects in Asia-Pacific will be identified in the months ahead. Procurement plays a key role in the early development phase of offshore projects by placing contracts for site feasibility studies and also establishing a local supply chain/localisation strategy in support of the project bid/auction strategy. The role of Offshore Procurement Manager Taiwan (TW)  includes all procurement demands in the region – both transactional and strategic. The position holder will work closely with another already established procurement manager and based in Taipei, Taiwan, but also be part of a wider offshore procurement team, based in Europe.
 
Your future plans

 

  • Lead the project localization work stream with the ultimate result of obtaining localization approval for the project
  • Keep comprehensive overview of localization requirements applicable to the project
  • Track progress on integration of localization requirements in the project
  • Report regularly on status of localization work stream status
  • Support procurement activities and discussions with the Taiwanese supply chain where needed
  • Takeover of purchasing processes for studies or local packages including preparation of tender documents, negotiation with suppliers, preparation of contract documents and supervision of the purchasing process during execution
  • Engage, manage and foster the dialogue with government interfaces regarding the localization deliveries, maintain and deepen strong working relationships with governmental bodies; brief the management in preparation for such meetings and prepare for panel Q&A sessions
  • Prepare the compilation, solicit input by technical packages for documenting the fulfilment of localisation requirements and execute the compilation of the localization report
  • Ensure localization requirements are enforced in every package and the respective procurement activities
  • Track localisation compliance
  • Maintain interface to permitting and stakeholder management of the project

 

Your profile

 

  • Master or bachelor degree (Business Administration, Purchasing, Logistics, Law, Politics, Economics, Commerce)
  • 3+ years of relevant industry experience 
  • Interest in offshore wind and a passion for the energy transition
  • Thorough understanding of the industrial development and the energy regulatory environment in Taiwan
  • Excellent Mandarin language and English is required
  • Proactive attitude, detail-oriented, analytical and problem-solving mind set
