Your role


The RWE Renewables (RWER) Taiwan team are expanding and looking for entrepreneurial individuals with a growth mindset to join a fast expanding team in a dynamic environment, as part of a larger global organisation.
The Head of Permitting & Consents Taiwan is part of the offshore development team of the local subsidiary in Taiwan. The position will lead the Permitting & Consents team to deliver permitting of early and advanced stage offshore wind projects in Taiwan, including facilities under construction and in operation.  The position will play an integral role in RWE’s ambition to deliver fixed-bottom and floating offshore wind projects in Taiwan, and be an essential part of the country leadership team.
The successful candidate will have a successful track record of supervising and delivering key permits and consents for offshore wind projects in Taiwan, combined with an understanding of the way in which consenting interfaces with other elements of project development.  An entrepreneurial mindset and an enthusiasm for working within cross-cultural teams are essential.


Your future plans


Key responsibilities at the leadership level include:

  • Manage project consents team personnel on a day-to-day basis, and work to ensure their professional development 
  • Support in recruitment of new consenting personnel where necessary
  • Maintain an overview of all consenting activity in Taiwan (multiple projects)
  • Collaborate with the country leadership team to contribute to the consenting strategy which ensures RWE’s competitiveness and the success of project deliveries in Taiwan.
  • Coordinate with other consents teams in the APAC region (Korea, Japan, India) to share lessons learned and help wider development of RWE in the region
  • Engage with relevant consents stakeholders to share RWE’s insights and international experience at a national and local level as necessary.

Responsibilities at a project level include:

  • Lead and manage all project consenting activities and interface with other core project staff and other project teams where appropriate.
  • Ensure a consentable and buildable project design envelope for each project.
  • Guide and manage the local team in delivering (and maintaining) the necessary consents for the project, including land lease agreements where appropriate.
  • Set and manage consenting budgets across all projects under development, construction, and operation phases.
  • Develop and maintain consents programmes, and ensure delivery on schedule.
  • Guide and oversee the development and maintenance of the consents risk register of the projects.
  • Coordinate the procurement of consenting-related contracts, including EIAs, and ensure the best value for money is achieved.
  • Manage (or oversee) the delivery of all consenting-related contracts
  • HSE: Promote our high HSE standards and procedures for offshore wind, share local insights and ensure that global best practices and learnings are implemented locally;
  • Stakeholder management: Be a senior representative for Offshore topics in Taiwan, engaging externally towards government & regulatory bodies, business partners, and in industry associations in coordination with the Country Manager;
  • Governance & Administration: Assist in the creation of a highly-effective local offshore wind development, construction management and at a later stage operations organization in accordance with RWE policies and procedures;


Your profile

  • Bachelor's degree in Biology or Environmental Sciences or the equivalent combination of education and experience; advanced degree preferred.
  • 10+ years of professional experience in the development and construction of capital/infrastructure projects, and 5+ years demonstrated experience with permitting and environmental compliance for power/renewable energy projects in Taiwan.
  • Strong technical knowledge of Taiwanese permitting processes and regulatory requirements relating to development, construction, and operations of energy projects. 
  • Excellent organizational and project management skills including a proven ability to manage complex projects with multiple stakeholders, internal staff, sub-contractors and consultants 
  • Leadership experience with the ability to support the build-up and development of high-performance teams and to motivate
  • Able to act comfortably in cross-cultural teams and collaborate across country boundaries with a sense of diversity and inclusion
  • Excellent interpersonal and communication skills with people of different backgrounds and cultures, and ability to tailor messages per audience and communicate complex topics clearly and concisely for decision making
  • Excellent oral and written Mandarin and English skills.
