The Project HSE Manager is accountable for the overall Health, Safety and Environment (HSE) performance of a major offshore wind project across its full lifecycle – from early development (pre-FID) through construction to handover to operations.
The role acts as the Client HSE Representative under CDM 2015 and ensures that all Client duties are effectively implemented. The position leads the project HSE team and advances HSE performance across multiple Tier 1 contractors, including oversight of the Principal Contractor and Principal Designer.
The role operates within a dual reporting structure (project and functional HSE) and ensures high-quality HSE governance while enabling safe and efficient project delivery.
The role also acts as the primary point of contact for the UK Health and Safety Executive (HSE) on all occupational health and safety matters related to the project.
About the role
- Overall HSE Leadership & Accountability: Hold responsibility for the project’s total HSE performance, including oversight of contractor performance and measurable risk reduction
- CDM & Regulatory Compliance: Act as Client HSE Representative under CDM 2015 and ensuring full compliance with Client duties. As well as ensuring appropriate appointment, coordination, and oversight of Principal Designer (PD) and Principal Contractor (PC). The HSE Manager provides structured HSE input to UK Board reporting where required and ensures compliance with UK HSE legislation and environmental regulations
- Team Leadership & Authority: Lead the project HSE team and act as the central authority for all HSE matters
- Regulatory Compliance: Ensure full compliance with UK HSE laws and environmental regulations, providing structured HSE input
- Regulatory Interface: Serve as the main contact for UK authorities, managing inspections, audits, and official communications
- Lifecycle HSE Management: Oversee HSE strategy across all phases (development, construction, handover), ensuring safe design, execution, and transition to operations
- Contractor Governance: Establish and enforce robust HSE standards, managing and challenging contractor and subcontractor performance
- Risk Management & Assurance: Identify, assess, and mitigate risks, escalate critical issues, and implement the “We Care” HSE Management System
- Performance, Culture & Improvement: Enhance HSE performance, continuous improvement, active reporting, incident learning, and a safety-focused culture
Job requirements and experience
- Education & Certifications: Degree in Engineering, Occupational Safety, Environmental Management, or related field; NEBOSH Diploma (or equivalent) required, with ISO 45001/14001 auditor, incident investigation qualifications
- Regulatory Knowledge: Thorough understanding of UK HSE legislation and regulatory frameworks as well as CDM 2015
- Relevant Experience: Significant experience in HSE roles within large-scale construction, infrastructure, or offshore/energy projects
- Leadership Background: Demonstrated experience in senior HSE leadership roles, including managing multi-contractor environments
- Project Lifecycle Skills: Experience across development and construction phases, ideally in complex offshore or energy projects
- Core Competencies: Skilled leadership, guiding stakeholders, risk-based decision-making, and ability to balance HSE with project delivery
- Communication & Language Skills: Advanced communication and stakeholder management skills; fluent in English
- Additional Requirements & Success Measures: Willingness to travel/work offshore, operate in dual reporting lines, and deliver measurable HSE outcomes (e.g. reduced incidents, safety-focused culture)
Location: Swindon, Coventry or London or any UK Offshore Site Office
