The Senior Manager, PAC, Third-Party Engagement & Political Contributions leads the strategy, governance, and day-to-day operations of the company’s Political Action Committee (PAC), oversees political contributions and related compliance, and manages relationships with key third parties (e.g., trade associations, coalitions, think tanks, and advocacy partners). This role develops and executes a comprehensive engagement plan, runs the PAC Board’s operating cadence, ensures end-to-end regulatory compliance, and provides data-driven insights to senior leadership and the Board. Additionally, the role drives strategic philanthropy initiatives that enhance corporate reputation and civic engagement.

 

Role Responsibilities:

  • Develop and execute a multi-year PAC and political engagement strategy- Develop and execute a multi-year state and federal PAC strategy that aligns political investments with business priorities and risk tolerance. This is achieved by analyzing political landscapes and election cycles to guide disciplined contribution decisions within strong governance and compliance frameworks. The strategy strengthens long-term relationships with policymakers and influencers through sustained, thoughtful engagement across election cycles.
  • Oversee PAC Board governance and fiduciary processes by planning and managing agendas, briefing materials, official minutes, and annual compliance activities to ensure transparency, accountability, and adherence to legal requirements; requires strong governance expertise, attention to detail, and regulatory interpretation.
  • Lead day-to-day PAC operations including fundraising campaigns, payroll deduction programs, contribution disbursements, and donor stewardship, ensuring timely execution and compliance through coordinated workflows, systems management, and cross-functional collaboration; requires operational oversight, financial acumen, and process optimization.
  • Grow PAC participation and engagement by designing and executing inclusive fundraising strategies and employee outreach initiatives that build awareness, trust, and sustained participation; involves behavioral analysis, messaging strategy, and creative problem solving.
  • Prepare candidate and issue briefing materials and manage PAC disbursement approvals by synthesizing political, policy, and business intelligence into clear recommendations and guiding proposals through established governance and approval processes; requires analytical rigor, sound judgment, and concise executive communication.
  • Manage federal, state, and local political compliance by managing registrations, required filings, reporting deadlines, and records retention to ensure full legal adherence and audit readiness; requires in-depth political campaign contributions knowledge, risk management skills, and precision.
  • Partner with Legal and Compliance functions to develop, implement, and maintain political contribution and engagement policies, including pre-clearance controls, ensuring consistency with evolving laws, corporate standards, and ethical expectations; requires collaboration, policy interpretation, and risk analysis.
  • Manage PAC and political engagement resources including budgets, vendors, data systems, dashboards, and public disclosures to ensure fiscal discipline, transparency, and data-driven decision making; requires financial oversight, vendor management, and advanced data interpretation.
  • Build and manage 3rd Party relationships with trade associations, coalitions, think tanks, and WDC philanthropic partners by conducting alignment and reputational risk assessments, guiding engagement strategies, and overseeing WDC strategic philanthropy programs; requires stakeholder management, influence skills, and complex judgment.

 

Job Requirements and Experiences:

  • Bachelor’s Degree in Business, Public Policy, Communications or other relevant area
  • Advanced degree (Juris Doctor, Master’s Degree in Business, Public Policy) a plus
  • Minimum 8 years in PAC management, government relations, political compliance, campaign finance, or related field (corporate or trade association experience preferred)
  • Strong command of federal and state campaign-finance rules and ethics/gift laws
  • Demonstrated experience managing a PAC board/committee, running fundraising campaigns, and administering contributions with strict controls
  • Excellent relationship-building skills with key fundraisers, associations, and internal executives
  • Advanced project management, attention to detail, and ability to prioritize in a deadline-driven environment
  • Exceptional written and verbal communication; proficiency with Excel/Sheets, CRM tools, and dashboarding
  • Experience in a regulated industry and/or with multi-state operations
  • Prior responsibility for 3rd party management, alignment reviews and public disclosures
  • Detail-oriented, has strong business acumen, and a sound understanding of business concepts
  • Strong leadership and communication, and ability to meet deadlines
  • Proven ability to build internal and external relationships and collaborate with levels of an organization
  • Motivated self-starter, goal-oriented, and strong problem-solving abilities
  • Strong organization skills and ability to plan, sequence, and coordinate multiple tasks and deliverables, and execute complex timelines
  • Strong leadership and communication, and ability to meet deadlines
  • This position is an office-based role with some travel and visits to other RWE Americas office and field locations
  • Must be able to sit, walk, or stand for long durations of time

Pay range: The annual base salary range for this position in Washington D.C. is $168,000 - $210,000. The listed salary range represents our good faith estimate for this position and represents the range for new hire salaries across all U.S locations. Please note that the salary information is a general guideline only. RWE considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s education & work experience, training & certifications, and key skills as well as market and business considerations at the time of the offer.
