The Senior Director, Legislative and Regulatory Affairs is responsible for managing  priority legislative and regulatory issues, including business impact analysis, for RWE Americas. The role will partner closely with government affairs and business leaders to ensure analysis is completed in a timely manner, reflects business opportunities and informs advocacy plans. The role is part of the broader Policy team and will help develop company positions and identify proactive opportunities to shape outcomes for legislative proposals and regulatory rulemaking. 

 

Role Responsibilities:

  • Issues Management: Manage the RWE Americas Issues Management Process and ensure that all high priority issues have plans in-place to achieve business outcomes aligned with strategic company priorities
  • Policy Position Development: Manage the development of RWE Americas enterprise policy points of view and issue positions for shaping legislative proposals and regulatory rulemaking
  • Strategic Counsel: Provide strategic counsel and specific policy recommendations to VP Enterprise Policy and Regulatory Affairs
  • Issuing Tracking: Tracks and stays current on critical policy issues and provide regular updates and insights to business leaders
  • Strategy Development: Develop proactive policy enablement strategies aligned with critical business objectives 
  • Collaboration: Partner with Communications, Government Affairs, Legal, and business entities to position RWE Americas as an energy thought leader with key policy influencers 
  • Analysis: Conduct and deliver to Government Affairs timely and actionable legislative and regulatory analysis to support advocacy strategies
  • External Engagement: Engage externally and maintain relationships with key stakeholders and organizations that are influential on priority policy issues. 
  • Consultant Management: Work with third party consultants to conduct legislative and regulatory analysis on behalf of RWE

 

Job Requirements and Experiences:

  • Bachelors degree in policy management, political science or another related field required
  • Advanced degree (Juris Doctor, Public Policy) preferred
  • Minimum 8 years of policy/regulatory experience conducting analysis and business impact assessments
  • Proven demonstration of developing policy and/or regulatory positioning recommendations for senior leaders and executives
  • Demonstrated experience leading or influencing regulatory rulemakings, including: 
    o    Drafting or shaping formal comments
    o    Engaging directly with regulatory agencies
    o    Responding to proposed and final rules
  • Experience managing complex, multi jurisdictional regulatory frameworks (federal and state; regional experience is a plus)
  • Proven ability to lead and mentor senior level staff and cross functional teams 
  • Minimum five years of energy industry experience
  • Demonstrated experience working in government policy, legislative and/or regulatory affairs 
  • Ability to communicate and influence effectively to multiple levels in the organization, including senior leadership
  • Ability to collaborate and partner effective on shared outcomes 
  • Ability to build and maintain relationships with key stakeholders internally and externally
  • Strong analytical and problem-solving skills
  • Demonstrated ability to work in ambiguity and communicate effectively with team members 
  • Strong negotiation and consensus building skills 
  • Ability to balance advocacy with compliance and risk management 
  • Comfortable representing the organization publicly on policy and regulatory matters
  • This position is an office-based role with some travel and visits to other RWE Americas office and field locations
  • Must be able to sit, walk, or stand for long durations of time

Pay range: The annual base salary range for this position in Washington D.C. is $226,000 - $300,000. The listed salary range represents our good faith estimate for this position and represents the range for new hire salaries across all U.S locations. Please note that the salary information is a general guideline only. RWE considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s education & work experience, training & certifications, and key skills as well as market and business considerations at the time of the offer.
