RWE Offshore Wind South Korea are expanding and looking for an experienced Offshore Development Project Lead. South Korea is an exciting and rapidly developing market. We are looking for experienced and innovative candidates who want to work within a small, but growing local team that is part of and backed by a larger global organisation.

 

We are looking for an Offshore Development Project Lead who will ensure the effective delivery of our Offshore Windfarm Development Projects from their current development stage towards Financial Investment Decision (FID) and, thus, hand-over to Construction.

 

A qualified applicant should either have experience in a similar role in South Korea with knowledge of the regulatory, cultural and business environment, or can demonstrate international offshore wind development experience and be willing to transfer their expertise, know-how and best practices into a newly developing market and young industry.

 

In this role, you will be overall accountable and responsible for developing and driving all aspects - developmental, commercial, technical - of an Offshore Wind Development Project. As the Project Lead you are assuming a key leadership role not only for the Project, but within the Offshore Development team in South Korea. You will functionally supervise and support a team consisting of experts from a number of different departments who might be based locally or remotely,  including colleagues from potential JV partners and external consultants. You will be the senior external representative of the Project and will support the team in forming relationships with external stakeholders, suppliers, partners and governmental authorities.  

 

On a day-to-day basis your work targets and goals will be set by the Head of Offshore Development South Korea. However, your home department will be Development Services APAC, which comprises all Project Leads & Directors, Bid Managers, and other supporting functions across the APAC region, providing opportunities for sharing of lessons learned & best practices among peers in APAC and offers continuous & focused development of your individual capabilities, skills and long-term career.

 

The position is based in our office in Seoul, South Korea. Frequent domestic travel as well as occasional international travel (within APAC and to Europe) should be expected.

Key Responsibilities:  

As Development Project Lead you will be taking key responsibility for all project management aspects and the effective delivery against project targets, including HSE&S, budget, resourcing, time / schedule and quality.

 

This entails:

  • Being responsible for the health & safety of the project, for enforcing the principles and conditions RWE policies and seeking at all times to ensure a safe environment for project staff and third-party members including the general public
  • Establishing overall project program considering external & internal requirements towards a successful project development and maintaining time-lines on an ongoing basis
  • Ensuring timely, adequate resource planning and staffing considering market requirements, changing demands over project life-cycle as well as internal processes
  • Establishing and managing project budget (DEVEX and CAPEX)
  • Understanding & optimizing the business case together with relevant project team members and SMEs to maximize value for RWE while balancing risk-reward
  • Obtaining internal approvals for project budget, business case and other key decisions in line with RWE’s internal governance (stage-gate & financial processes)
  • Providing reporting around project status and KPIs towards project team as well as middle & senior management on regional & global level
  • Providing steering and functional leadership to the interdisciplinary project team, e.g. by setting clear project goals, establishing suitable governance and creating a positive working environment in line with RWE’s corporate values & key behaviours
  • Ensuring the adoption of established RWE-internal standards and best practices for project management while contributing to continuous improvement and adaption where / when required
  • Contributing to the effective management of the project in a Joint Venture context including developing the day to day relationships with shareholders - RWE and JV partner(s) - to the benefit of the project (if applicable)

 

Your Experience & Skills:

  • Extensive experience of implementing and driving the delivery of large scale multi-million Euro infrastructure projects
  • Previous experience with (offshore) wind and exposure to development project life cycle including a knowledge of regulations, subsidy and permitting/licensing regimes in South Korea or other relevant markets

  • Proven project management skills (e.g. project planning and organization methods)
  • Advanced interpersonal skills resulting in capability to build a complex, multinational and multi-disciplinary project team (ideally with previous exposure to partnership / joint venture settings)
  • Proven ability to balance conflicting requirements on quality, costs and time
  • Effective networking skills and ability to build trusted relationships with partners & stakeholders, both, internally and externally

  • High financial expertise and analytical skills with structured and collaborative working approach
  • Significant ability to maintain own performance, with a significant focus on delivery and an ability to balance a varied and complex workload, whilst producing high quality results in demanding timeframes
  • Good communication skills with demonstrated ability to explain complex and detailed project issues in a straightforward way
  • Proven ability to persuade, challenge and build credibility at all levels and across functions of the business
  • Success-oriented personality with dedication to deliver growth and high degree of self-motivation

 

Qualifications:

  • University degree in Engineering, Renewable Energy, Business or equivalent
  • Business level English essential; command over local language of advantage

  • Project management certification of advantage
