Stakeholder and Consent Manager (Offshore Germany) (d/f/m)

An important role within the Offshore business, this role will lead on the stakeholder and consenting aspects of offshore wind farms including where applicable Offshore Hydrogen (and pipelines), while working closely (when applicable) with joint venture partners.  The broad range of activities undertaken by the team includes supporting tendering activities, gaining necessary planning consents, discharging conditions ready for projects to be built and ensuring compliance with permit, environmental and certification aspects during construction. The work can involve onshore or offshore components of a project and can include consenting and consent compliance related to the operational phase of a project as well as early stage Development tasks around greenfield siting and site constraint analysis.

Management of local stakeholders is a key part of this role including those in the public, political and supply chain industry area. The Stakeholder and Consent Managers on offshore wind projects require to support the business in a number of areas which will enable the successful candidate to gain a broad spectrum of experience in the planning and development of a major offshore wind farm.

This is an exciting role within RWE and the successful applicant will be a key member of a team with ambitious growth targets.

The role will also require occasional travel within Europe and attendance at industry conferences.

 

Your future plans:

  • Working closely with the authorities involved in the permitting and other legislative processes (esp. BSH, BNetzA);
  • Being informed and ensuring compliance with norms, standards and procedures in the area of responsibility
  • Creating tender documents in the subject area (package), evaluation of offers and conducting contract negotiations with suppliers
  • Coordinating activities between project members e.g. from the subject areas Permit, Commerce, Finance, Site and Operations
  • Taking part in lobbying activities and working groups within in the associations and with authorities
  • Lead and conduct negotiations on consenting on behalf of the business with the joint venture partner and with stakeholders on the project
  • Work closely with procurement to ensure the Supplier Database is kept up to date and Tier 1 contractors use this for contract opportunities. Responsible for closing out Supply Chain Plan commitments and ensuring local content opportunities
  • Monitor and anticipate any issues with the stakeholders and consider mitigation strategies

 

Your profile:

  • A degree in business, renewable energy, engineering or equivalent qualification is desirable, but a proven background in a meaningful commercial activity may be sufficient
  • Proven experience of stakeholder and consent negotiating and delivering large capital projects and major consulting advice
  • Ability to manage  the negotiation of multi-contracts in competing timescales
  • Knowledge of health, safety and environmental legislation associated with construction projects
  • Minimum of 6 years of relevant work experience and good expertise in project management Standards (e.g. PMBoK)
  • Good knowledge of methods of project planning, organisation and project management
  • Strong ability to manage own performance, with a significant focus on delivery and an ability to balance a varied and challenging workload, whilst producing high quality results in demanding timeframes
  • Experience of multi-contracting approach in large infrastructure projects
  • Knowledge and experience of large scale engineering contracts, such as FIDIC and LOGIC
  • Experience of working in the offshore renewable energy industry
  • Fluent in English and German language
  • Hands-on experience of negotiating and/or managing a high volume of stakeholders and consenting issues at the same time on major infrastructure projects
