About the role
Main responsibilities:
- Project HSE Management role providing independent, expert, and professional advice, guidance and support to the Offshore Project team as allocated
- Steer a team of (external) Project HSE advisors through pre-construction, construction and commissioning to handover to operations on an offshore wind project
- Ensure each project work package has adequate HSE resource allocated
- Actively participate and promote a high standard of health, safety, and environmental awareness and culture
- Provide Specialist advice on risk management related to Hazard Studies, Principles of Prevention and Safe by Design, actively engaging other HSE support functions
- Produce, review and update HSE related documentation required by the allocated offshore projects and site information as required
- Proactively support and advise construction team and project Senior Management Team in meeting their HSE responsibilities on construction projects
- Lead for cultural engagement with project team and contractors to eliminate and reduce risks, develop HSE culture on site and adherence to HSE standards and rules
- Prepare, engage and present monthly HSE report to the project Senior Management Team and Project Board as required
- Ensure compliance with RWE Offshore Wind We Care Management system including Standard Practices within the allocated project
Individual responsibilities:
- Build solid working relationships (both internally and externally)
- Leading on HSE culture within the projects to ensure there is visible HSE leadership and commitment from within the teams, to develop and promote an appropriate HSE culture
- Ensure that incidents are investigated in line with internal and legislative reporting requirements and provide advice to the Offshore project teams on health and safety and environmental legislative requirements, and solutions for compliance
- Facilitate implementation of a sound incident (incl. near-miss and observations) reporting culture. Monitor and submit incident statistics and relevant KPIs
- Provide implementation of a contractor engagement and contract management standard to ensure high HSE standards when contractors conduct work
- Support the completion of Pre-qualification process for contractor organisations allocated to the Central European Offshore Origination and Development projects
- Identify and implement relevant project HSE initiatives and audit programme
- Ensuring HSE data is collated and reported to JV Board and individual shareholders and Contribute towards JV Board governance reporting on HSE where applicable
- Ensure that appropriate Hazard Studies are organised, attended and findings assessed for the specialist projects as required
- Ensure that design related information is collated and shared with operational sites so that asset information is updated post project
- Support external HSE discussions through engagement with industry bodies as required
Job requirements and experience
Required competencies:
- Ability to actively manage and engage with relevant internal and external stakeholders, with the ability to create positive relationships
- Capability to apply strategic thinking in HSE by analyzing trends, developing and implementing value-adding initiatives, giving purpose to actions, and developing long-term strategies for safety and sustainability within the project
- Ability to create a culture of trust, respect and openness across different functions & disciplines demonstrating an attitude of understanding to build cross-functional relationships to enhance HSE outcomes
- Be able to demonstrate a flexible, practical and collaborative approach to handling construction project HSE challenges
- Solution oriented mind set, balancing benefits & risks by understanding situations in their full complexity and making use of information, forward thinking, and previous experiences. Taking over ownership for execution and showing accountability
Required qualifications:
- Degree or recognised qualification in Health and Safety related discipline, engineering / safety engineering or similar
- Solid experience as HSE professional, preferably in Offshore Wind, energy or Oil and Gas sectors
- Qualification in an environmental discipline such as IEMA or CIEH Environmental Management would be beneficial, GWO certification would be desirable
- Ideally, an audit qualification such as ISO 45001/ISO 14001 internal auditor, along with an Incident root cause analysis qualification
- Experience in implementing and maintaining project HSE Management System
- They should also be a member of a relevant industry body (i.e. IOSH, IIRSM, CIEH, BOHS)
- Experience of construction and contractor management. ideally within Offshore Wind, or Oil and Gas in a marine environment
- Experience of design of renewable technologies and mechanical, electrical and technical systems, process engineering and advising on HSE technical matters relating to these
- Good written and spoken English, further foreign languages are a valuable addition
- Full driving licence is essential
- Mobility – willingness to travel as required
