Permitting Manager

 

RWE Offshore Wind is looking for a Permitting Manager to join our growing team of professionals working to develop a best in class portfolio of offshore wind projects in multiple regions of the United States. The successful candidate will support the development of RWE’s offshore wind lease in California.  This is a position that would require flexibility to travel as needed to our San Francisco office and to our project site location in Eureka, California.

 

 

Areas of Responsibility

  • Drive the development of a large and complex US offshore wind project through a leading role on applicable Federal and State permitting topics.
  • Interact with relevant Federal, State and local permitting agencies (e.g., BOEM, NOAA NMFS, USACE, CEC, CCC, etc.), and obtain relevant environmental permits including jurisdictional waters and air permits, endangered species permits, cultural resources reviews, and NEPA/state equivalent processes, as required for successful project development.
  • Develop offshore wind projects’ permitting strategies, including schedules, budgets and staffing requirements to complete permitting, environmental risk management, and compliance on projects; subsequently Lead and Manage projects’ permitting efforts against established baselines.
  • Advise internal stakeholders on all permitting-related topics and project requirements, including coordination across workstreams (e.g., technical, commercial) and “early and often” communication with senior management regarding projects’ permitting risks and progress against overall permitting timelines.
  • Lead and manage external consultancies engaged in permit application preparation, submittals and approvals, etc.
  • Work in conjunction with the US Offshore Development Team and the Government Relations team to identify opportunities to engage and/or advocate on behalf of offshore wind-relevant positions (e.g., via regulatory filings, workshops, etc.).
  • Support external engagement efforts with key offshore-relevant stakeholders.
  • Lead work to summarize and communicate conditions for packages – develop Environmental Management Plans.
  • HSE: Promote RWE Renewables “We Care” HSE standards and procedures; ensure that both local and global best practices and learnings are implemented across projects.

 

Candidate profile

The Permitting Manager reports to the Director of Permitting & Environment. To succeed in this role, you will have the following:

  • A bachelor’s degree (graduate degree preferred) from an accredited institution with one of the following (or related) concentrations: environmental policy, regulatory or environmental law, environmental science/studies, marine affairs, natural resources.
  • 5-8 years of relevant work experience with a preference for candidates that have prior experience leading the permitting of large and/or complex projects; US offshore permitting experience is highly preferred (e.g., offshore energy sector, offshore infrastructure/construction).
  • Significant experience with US offshore wind-relevant Federal and California state environmental regulations, permit application processes, and permit reporting requirements is required.
  • Demonstrated experience managing external consultants (and/or internal teams) in support of Federal and State permit applications.
  • Project Management Professional certification is considered an asset.
  • Outstanding written and verbal communication and interpersonal skills, including a demonstrated ability to effectively communicate to diverse audiences and stakeholders.
  • Strong analytical and problem-solving skills and attention to detail.
  • Ability to work under pressure and within tight deadlines.
  • Experience working with technical teams (e.g., engineering, construction, operations) involved in large projects desired.
  • Able to adapt and work in a fast-paced working environment and responsive to change.

 

 

Pay range: The annual base salary range for this position in California is $130,000.00 min - $185,000.00 max . The listed salary range represents our good faith estimate for this position and represents the range for new hire salaries across all U.S locations. Please note that the salary information is a general guideline only. RWE considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s education & work experience, training & certifications, and key skills as well as market and business considerations at the time of the offer.
