Offshore Projects HSE Manager

Boston Ma., Hybrid 3 days a week onsite

 

Main responsibilities:

 

  • Project HSE Management role supporting the Offshore Project team with onshore and offshore construction requirements.
  • Responsible for providing independent, expert, and professional advice and guidance to the offshore project for all health, safety and environmental issues.
  • Actively participate in and promote a high standard of HSE awareness and culture.
  • Provide specialist advice and guidance on risk management and design risk registers.
  • Liaise with Procurement and Contract Teams as required to support HSE requirements.
  • Produce, review and update HSE  related documentation as required by Project Team.
  • Proactively support HSE and project management teams in meeting HSE responsibilities for onshore and offshore projects activities.
  • Lead for operational teams and contractors to  develop and maintain an HSE culture contusive to safe operations with compliance to internal safety management system requirements as well as external regulatory requirements.
  • Cooperate with line management and where applicable JV board members to develop and implement measures and solutions to address HSE challenges.
  • Planning, steering and follow-up of HSE activities at operational level in coordination with the global HSE management of RWE Offshore.
  • Attend meetings, site visits and technology reviews with sub-contractors & clients in relation to offshore operations as required by projects and as directed

Individual responsibilities:

 

  • Build strong working relationships - internally and externally.
  • Support external HSE discussions through engagement with clients and industry bodies as required.
  • Leading on HSE culture within the projects to ensure there is visible HSE leadership and commitment from within the teams.
  • Ensure the incident notification process is well established from project set up to completion. Verify incidents are reported in line with project and client requirements.
  • Ensure all incidents, including Near Misses, are investigated in line with internal requirements / expectations and external regulatory requirements.
  • Provide guidance to the Offshore project teams on HSE regulatory requirements i.e.  OSHA, BOEM / BSSE, and lead discussions related to solutions for compliance.
  • Monitor and submit incident statistics and relevant KPIs. Conduct trend analysis on incidents and discuss lessons learnt with relevant stakeholders.
  • Drive contractor engagement and contract management standard to ensure high HSE standards from commencement of work activities through project completion.
  • Support the completion of Pre-qualification Process for US contractor candidates.
  • Identify and implement relevant project HSE initiatives and audit programme
  • Ensuring HSE data is collated and reported to JV Board and individual shareholders and Contribute towards JV Board governance reporting on HSE where applicable
  • ​​​Establish effective communication with all project stakeholders, employees, business partners, line management, contractors and HSE Offshore teams.

 

Required qualifications & competencies:

 

  • Must be mobile, self-initiative, reliable under pressure, systematic team oriented and proactive with a customer orientated approach.
  • Minimum 5 years’ experience as HSE professional, preferably in Offshore Wind, onshore/offshore construction, energy or oil and gas sectors.
  • Degree in Health and Safety related discipline, engineering / safety engineering or similar.
  • Ideally hold an audit qualification such as OHSAS 18001/ISO 45001/ISO 14001 internal auditor, along with an Incident root cause analysis qualification.
  • Be able to demonstrate a flexible, practical and proactive approach to managing construction project HSE challenges.
  • Experience in developing, implementing and maintaining project HSE Management System.
  • Good written and spoken English, further foreign languages are an advantage.
  • Current and legally authorized driving licence is essential
  • Mobility – travel throughout USA and for extended periods offshore as needed.

 

Additional advantageous qualifications & competencies

  • GWO certification would be desirable.
  • Relevant training on dealing with hazards and HSE standards related to the Offshore Wind sector and / or Energy Sectors.
  • Experience of design of renewable technologies and mechanical, electrical and technical systems, process engineering and advising on HSE technical matters relating to these.
  • Experience in construction projects and contractor management.
  • Experience in internal and external Stakeholder management.
