The main purpose of the Senior Preconstruction Project Manager is to prepare onshore wind, solar and energy storage projects for construction. The Preconstruction Project Manager shall ensure the required engineering is complete for bidding and construction, construction estimates have been developed to support project approval, required civil based permits (including utility crossing agreements) are in place, Owner Supplied Equipment is allocated to the project, the interconnection process is scheduled, O&M’s needs are addressed in the BoP contract, the scopes of work are aligned in preparation for bidding, lessons learned are incorporated into the BoP scopes of work, the project has been derisked, and once the contractor mobilizes they can proceed unencumbered to project completion.
Role Responsibilities:
- The Senior Preconstruction Project Manager will coordinate with the Engineering team to ensure that the required geotechnical report, wind civil engineering (foundations, roads, etc.), HV, PV, and BESS engineering (including fire requirements) is completed in a timely manner to allow for bidding at a minimum 60% PV drawing, and 100% HV drawings for solar/BESS and IFC drawings for onshore wind projects
- Coordinate with Development to ensure the required topographic and ALTA surveys are completed to allow for engineering to proceed
- Manage the process, internal timelines, and third-party engineers to produce the necessary work
- Participate in the site optimization process. Site Optimization shall be the responsibility of the Solar Engineering Team
- Provide the timeline on when the site layout needs to be provided per the project schedule. However, it will be Solar Engineering’s responsibility to coordinate with Development and other functions to get the necessary inputs to provide a build ready site layout. Specific attention is required to meet Storm Water Management requirements while minimizing the cost of meeting these requirements
- Prepare with the Engineering and Development Teams a permitting plan for the civil work-related permits
- The Preconstruction Project Manager in conjunction with Engineering, Legal, and Development will prepare the necessary documentation for SWPPP and building permits as applicable. The BoP contractor shall be responsible to obtain the actual SWPPP and building permits and assist with the road use agreements or other discretionary permits as necessary
- Prepare with the Engineering, Transmission, Global Data Management, and Compliance the interconnection plan which shall include all the task, equipment, and testing required to interconnect the facility for back feed power and power exporting to the grid, transmit data to the utility and RWE, and control substation equipment by utility and RWE
- Coordinate with O&M to ensure that the proper O&M facility is specified, the required initial spares list is established, and other O&M initial project set up requirements are captured in the BoP scope of work
- Assemble the various scopes of work from the required Engineering team. The scopes of work shall be reviewed by the Project Execution and Engineering teams in joint sessions to ensure there are no scope gaps
- Coordinate with Procurement to ensure the necessary engineering, scopes of work, and documentation is available to either bid the project or work with a contractor partner for contract negotiations
Job Requirements and Experiences:
- Bachelor of Science in Engineering or Construction related field from an accredited university
- Minimum of 10 years of experience in Renewable Energy construction, engineering, and project management.
- Ability to understand contractual requirements; insurance provisions; and coordination of scopes of work between PV plant, HV, and BESS
- Ability to rely on experience and knowledge to mitigate risk and eliminate issues prior
- Ability to use documentation, contract language, and engineering drawings to refute or mitigate change orders.
- Preferably, the individual will have an engineering degree and a Project Management Professional (PMP) certification
- 50% of the time will be office-based work, 25% of the time will be in an office environment with team meetings, and 25% of the time will be spent on development or sites
