RWECE seeks a highly skilled and motivated Senior Manager, HSSE Excellence, with a focus on investigations, program development, and organizational learning. This position is responsible for driving the creation and implementation of effective learning programs that foster a culture of HSSE excellence, thereby enhancing the organization’s capabilities through the development, facilitation, and management of comprehensive programs aimed at promoting high-quality investigations and ongoing learning and improvement.

The role will regularly involve the design, development, revision, and continuous enhancement of HSSE (Health, Safety, Security, and Environmental) training policies, programs, curricula, courses, and competency verification checklists. These elements must align with internal standards, regulatory requirements, and industry best practices.

The individual in this role must possess demonstrable knowledge, skills, experience, discernment, and interpersonal abilities directly related to [1] the North American energy industry, and the continual improvement of HSSE (Health, Safety, Environmental Protection & Physical Security).

 

Role Responsibilities:

  • Develop and oversee strategies for organizational learning that promote continual improvement in HSSE performance
  • Create and implement frameworks for effective learning from incidents, everyday work experiences, and other HSSE-related events
  • Lead and oversee HSSE investigations to ensure thorough analysis and accurate reporting of incidents
  • Ensure investigations have competent, assigned, cross-functional team members
  • Track and ensure quality investigations are conducted in accordance with RWECE policy
  • Utilize findings from investigations to drive organizational learning and reduce risk
  • Standardize a uniform investigation methodology and deploy it across the business
  • Facilitate the creation and management of Learning Teams to enhance collective knowledge-sharing and problem-solving capabilities
  • Encourage collaboration among teams to identify trends and recommend improvements
  • Design, develop, implement, and maintain Serious Injury and Fatality (SIF) and Potential Serious Injury and Fatality (PSIF) programs
  • Implement processes and trainings such as the Energy Wheel, High-Energy Hazards and Direct Controls, and High-Energy Control Assessments to reduce the likelihood of a serious injury or fatalities (SIFs)
  • Provide training and support to ensure understanding and adherence to program objectives across the organization
  • Integrate and champion Human and Organizational Performance (HOP) principles within the organization
  • Collaborate with cross-functional teams to embed HOP principles into daily operations and promote a risk management-focused mindset
  • Utilize RWECE’s Safety Critical Information process to disseminate and share learnings throughout the organization

Job Requirements and Experiences:

  • A Bachelor's or Master’s degree in Occupational Safety and Health, Industrial Hygiene, Psychology, or a closely related field of study required
  • Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH) preferred
  • Extensive experience in conducting incident investigations with a focus on organizational learning
  • Demonstrated competency in leading and training personnel on how to conduct learning teams
  • Knowledge and integration of Human and Organizational Performance
  • Extensive Risk Management experience
  • Design, implementation, and continual improvement of HSSE Management Systems (e.g., ANSI Z10, ISO 45001)
  • Skills in preparing and presenting concise and accurate information to executive leadership, internal and external customers, stakeholders, etc., across the organization
  • Extensive Training Administration experience
  • Occupational Health & Safety or Environmental Protection
  • Extensive Project Management experience
  • Design, implementation, and continuous improvement of Management Systems (e.g., ISO, ANSI)
  • Design, implementation, and continuous improvement of Learning Management Systems (LMS)
  • Minimum 10 years’ experience in the field of Occupational Safety and Health or a closely related field
  • Minimum 10 years’ experience in North American energy, manufacturing, military, or similar field
  • Microsoft 365, Visio, Excel, Tableau, and Power BI
  • Extensive experience with Microsoft 365 (i.e., Word, Excel, Visio, PowerPoint, etc.)
  • Strong experience with Tableau, Power BI, and Azure
  • Demonstrated competency in the HSSE management discipline, particularly with administrative law, ‘IBR’ standards, and consensus standards related to HSSE
  • Implementation and management of Learning Management Systems (LMS)
  • Demonstrated competency in Project Management
  • Skills in preparing and presenting concise and accurate information to executive leadership, internal and external customers, stakeholders, etc., across the organization
  • Mathematical/statistical knowledge and affinity to work with numbers/statistics regularly
  • Proven ability to empathize, build relationships, and effectively communicate with people from a diverse set of backgrounds
  • Independent problem-solving skills and ability to influence stakeholders in order to gain a desired result
  • Strong initiative and self-confidence to find solutions and solve problems independently
  • Reliable and systematic manner of working, customer orientation, resilience, and being able to work centrally while managing multiple stakeholder expectations
  • Detail-oriented and consistently striving for high-quality results
  • Responds well to direction, is easy to challenge and develop, and is coachable
  • Ability to work independently, collaboratively via technology, as well as in-person at various locations across the North American regions
  • Ability to travel up to 25%

 

Work Environment:

This position is an office-based role that involves some travel and visits to other RWECE offices and field locations. The employee must be able to sit, walk, or stand for long durations of time.
