In collaboration with our JV partners, RWE Renewables (RWER) Japan is developing offshore wind projects in Japan with the intention to create a multi-gigawatt portfolio.
The RWER Japan team is expanding and we are looking for a talented and enthusiastic permits and consents professional to join the Japanese offshore wind team as part of the larger RWER global organisation. The role may be hired at Manager or Assistant Manager level based on the experience of the selected candidate. The Permitting & Consents (Assistant) Manager role will work with multiple project teams within the offshore wind development team, and will liaise closely with permit teams in project partner organisations, representing RWER’s interests. The Japanese offshore wind market is dynamic and fast growing.  

 

About the role:

 

The role will support the delivery of all other necessary permits to enable development and construction of offshore wind projects (for example, offshore and onshore survey permits, floating LIDAR permits, construction permits etc.) The qualified candidate will have a experience with of delivering EIA and other permits and consents for infrastructure projects in Japan (preferably renewables or offshore projects), combined with an understanding of the way in which consenting interfaces with other elements of project development such as engineering. An enthusiasm for working within cross-cultural teams is essential.This role provides an excellent opportunity for personal growth and development whilst working across a range of Japanese offshore wind projects at different stages of development from greenfield to pre-construction.RWER has a matrix organisational structure. This position line reports to the Head of Development Japan and functionally reports to the Senior Permitting and Consents Manager.

 

Your future plans:

 

  • Work with JV partners to support (and where necessary, guide) all project consenting activities and interface with internal project teams where appropriate
  • Ensure project design for each offshore wind project are consentable, and are adaptable enough to allow financing and construction of commercially viable projects
  • Represent RWE’s interests in procurement of permit-related contracts, and oversee their delivery, ensuring timely and high quality outputs
  • Promote and maintain RWE’s high HSE standards and procedures for offshore wind, particularly in the delivery of environmental survey work. Working with the HSE team and the Marine Logistics team, ensure that surveys are undertaken safely and (for offshore surveys) that the vessels used are appropriate
  • Review permit applications on behalf of RWE to ensure that the conditions on permits and consents are deliverable, and do not place unnecessary financial/programme/engineering/HSE risks on the project
  • Support the development and maintenance of RWE’s consents risk register for projects, ensure that consent-related risks are identified, communicated and managed for delivery of consents on schedule.
  • Working with the stakeholder management and development teams, support project stakeholder engagement activities where there are links to EIA and permitting, providing advice and expertise and attending stakeholder meetings where necessary
  • Ensure that all projects uphold high standards of environmental protection and sustainability throughout the development cycle, and that all projects remain compliant with permit/consent conditions
  • Support RWE’s input to consultation responses to regulations/policy changes which affect permitting/consenting of projects
  • Support bidding for new projects by reviewing (and where necessary drafting) permits and consents sections of applications

 
Your Profile:

 

  • Bachelor's degree in Biology or Environmental Sciences or the equivalent combination of education and experience; advanced degree preferred
  • (For Manager role) 4+ years of professional experience in the development, permitting and environmental compliance of capital/infrastructure projects, and preferably 1+ years demonstrated experience with renewable energy projects in Japan
  • (For Assistant Manager role) 2+ years of professional experience in the development, permitting and environmental compliance of capital/infrastructure projects, and preferably experience with renewable energy projects in Japan
  • Technical knowledge of current Japanese permitting processes and regulatory requirements relating to development, construction, and operations of energy projects.
  • Technical knowledge of EIA and impact mitigations
  • High organisation and project management skills including a proven ability to coordinate complex workloads and perform well in a time-sensitive setting
  • Able to represent RWER Japan’s interests within project teams which include members from partner companies, and to establish good cross-company communication and collaboration
  • Able to clearly communicate with external stakeholders and confidently and professionally represent RWER Japan’s position
  • Able to act comfortably in cross-cultural teams and collaborate across country boundaries with a sense of diversity and inclusion
  • High interpersonal and communication skills with people of different backgrounds and cultures, and ability to tailor messages to audiences and communicate complex topics clearly and concisely for making decisions
  • Fluency in written and spoken English and Japanese
